Is it possible to make it so that there is a link to the chatroom as a button near the top (along with the Home, Portal, Calendar, Gallery, FAQ, Search, Memberlist, Usergroups, Profile, etc buttons)?
I would want that button to also display how many users are currently in the chatroom. When clicked the button would open up the chatroom in a new tab.
Lastly, can I change the settings so that there is no auto-boot after a certain amount of inactivity in the chatroom?
If the default chatroom of forumotion will not allow these things, where can I go to create such a chatroom?

I've done this. Just go to Administrator control Panel => Modules => HTML pages, make a new one, then add this code in:
That will make your forum's chatbox appear on the HTML page, then simply link to it from a header button by going to Administrator Control Panel => Display => Headers & Navigation then click "Add a customized menu".

why do you frame your chatbox in a html?
all you do is add a link to :
http://yourforumaddress/chatbox/chatbox.forum
and thats it, you got a chatbox in a pop up

That does work Jalokim, but I was hoping for a different chat room. One that doesn't auto-boot.

Then you can always google a chatroom , embed it in a new html page and post the link on your forum
