Can Moderators get into admin panel or users sigantures?

We have a weekly award system in our forum where we give an "award" to our winner and runner ups. Is there a way that moderators have access to the users sigantures, so that they can put the URL award in their signature?

Moderators can't access the Admin Panel and I don't think they can change other members signatures. Only people who are part of the Administrators group that founded the forum can do so.
