PunBB template editor? Empty PunBB template editor?

So I recently posted a topic for help with a theme, and they said to witch to PunBB and play around with the template editor, question is, where's the template editor? I've searched everywhere in the admin CPanel and can't find it anywhere.

Admin Panel>>Display Tab>>Look on the left side you will find Templetes
