Auto Shrink Images? Empty Auto Shrink Images?

Is there a way I can implement an "Auto Shrink" feature for images posted on my forum? So if a member posts an image larger than the specified settings it will automatically shrink, or reduce the image size so it looks like a large thumbnail, then when they click the image it opens a new tab/window with the full viewed version?

Its a technical issue, in which it should be reported to an admin, which can forward it on to a technician.
