New members not allowed

Hi all. Can someone tell me, ho turn off this: Administrators have forbidden any new members.
i try at user options, many time turn it on.
but i feel it's something wrong with my forum..

if possible have a guests forum where guests can post topics there about it. and ask them about it or asko your admins

So.. can someone tell me how to
