username allready exists

i am the administrator of the forum and i got this problem.
A friend tries to create a username under the name Wevil
But when he proceeds to the creation it says that this username allready exists! I ve checked the users list but no1 is registered under this username...
Even when i tried(as admin) to change his name from Wevill to Wevil i got the message telling me that this name allready exist.
I deleted his username(wevill) and tried to create a new one under the name Wevil but i got the same message again.

Well the member told me what happened!
He endered the name Wevil with fake email and he wasnt able to activate it! How can he use the name Wevil? is the something i can do to make it available?

To answer your question:

As the admin, you can activate the account by going to:

Admin panel >> user and group admin >> inactive users

Check the user you want to activate, and click the "activate" button.

You should also advis him to change his email address to a real one, as this is used in case of lost password issues etc.
