Hey, Is It Possible To Create A New Blank Page
That Goes Along The Navbar With, Home, Portal etc.?

Creating A New Page? Hello

You could add a HTML page and add the link in the navigation bar via:
Admin panel >> Display ( Tab ) >> Homepage / Headers & navigation > Add new > fill in boxes as u desire > save.
