How can I make another admin

Could someone tell me how to make someone an admin like me?

Admin Panel
User permissions
Put users name in text opening
then at the top you will see a drop down box click on it click on aDmin and save at the bottom

The User and Permission system won't show.

under the old version of the admin panel, click management under user admin. Click the permissions link for the user you want to make admin on the right side of the screen. Once that screen comes up, in the upper left hand corner there is a drp down box. Click the down arrow and select admin. Don't forget to press save. Tell me if that works.
