Is it okay if I changed the forumotion footer to image link?or should it be a text type?

And the last is if do you allow changing the smilies icon?

to answer ur first question, they DO NOT allow you to change the fotter. Its against there ToS.

also, to answer ur second, yes you can do it all you want.
