How can i make my forums public, but topics inside only can be read only by members?

You will need to set the permissions up by going to Admin Panel>>General Tab>>Forums & Categories>>Click a forum>> Click Permissions>>Click View/Read>> Uncheck post/reply>>Save

You will need to do this for all the sections for what you want.
