Hover Problem Empty Hover Problem

Hi guys! Need help here..
I made buttons for my menu.. Home, Register, Log In, etc. and already uploaded them.
But, is there a way to make them change when a mouse hovers over them?..
Do I need to make buttons on how will they appear when hovered?
And if I need too.. where should I place them?
