Forum -> Management to crate a Forum ore Categories and there you'll see the optione Permitssions where you can modify your forum ore catefories.

Ilo has explained how to do this, but to explain again you can set the permissions of all your forum to members only.

Go to admin>forum>management>categories & forums. This shows all your forums and categories you've made. Click the Permissions link next to the forum you want to modify (the button looks like in my admin panel), then set the forum for access by members only and save change. Repeat for any other forums you want to lock to guests.

The Forum Permissions Control just allows you to view easily, which forum is set for what level of permission.
