How can i create a Guest Group Empty How can i create a Guest Group

Sorry for my english. so i give a sample.
Forexample, there is a member (Jack) and he wrote unnecessary messages. So i want to prevent his messages,but i dont want to ban.
Jack should read messages in the forum, but he cant wrote messages.
is it possible?

i dont want to make a permission for every section.
