How can I create a Sticky topic?

Hello everyone! I have a question: How can I create a sticky topic, and an announcement? I hope someone will answer my question. Thank you

Tutorial by:

Create a topic
before you click on send scroll just below the send button and click on options.
select either announcement or sticky
Only moderators and Admin can create these unless the founder has made it possible for members.
