new topic button and bar problem

i want to remove the new topic button and topic bar in a forum i made

heres how my problem is set out:

MyForumnamehere

|--anouncements
. |--intoduction
. |--requests

etc.....

okay, so thats one of my forums, its called announcementsand its got the sub forums, intro and requests. the problem is that when i enter the announcement page i can see thenew topic button, and topics box, i want to remove thesebuttons/bar from the all subforums for everyone except admin/mod. so when a member click announcements, the only things they see are introduction and requests- meaning i dont want people to be able to write topics in the announcements section but rather inside intro or requests

Its not possible to remove them in one place and the other. You just lock the announcement section and have staff post in it.
