IMG WONT CHANGE Empty IMG WONT CHANGE

OK guys i added a new template phpbb3 it wont change i added new image on the background row title and background row( right) then (left)

it wont change i even try to
change

Deactivate the basic CSS from no to yes but it still doesnt work and it makes the forum ugly

are you editing templates at phpbb3? it's not possible, only Phpbb and Punbb can only acess the template editing.
