Setting Uploaded Avatars to Appear in the Avatar Gallery?

First post!
I joined especially to ask this one, as I cant see any real answer to it in the forum or the FAQ, but it seems to me to be a basic feature that should really be available somewhere, and it is this -
I'm quite familiar with the avatar gallery edit pages (Display >> Avatar Gallery) and the further options of Defined Avatars, Personal Avatars, and Avatar Management, but there seems to be no option inside these sections where you can upload a selection of avatars to appear in the Defined Avatar gallery.
Yes I know all about defining an avatar to be a default one, and a guest one, and uploading to your own private gallery. But how do you upload avatars to appear in the Avatar Gallery so that they can be used as avatars by visitors to your forum?

Yes I;d seen that option, but thats only for personal use.
How can you get them to appear as a new gallery that visitors can add to their own profiles?

So what youre saying is - that the avatars in the default gallery cannot be added to, replaced, or anything, except hidden?

Those avatars can be added by users.

Yes I know they can, which is fine for those users that want to upload their own avatars.
But if they dont want to upload their own avatars, they're stuck with the default gallery, yes?
And seeing as an admin cannot add avatars to the default gallery, an admin has the same avatar permissions as a normal user, yes?

You are losing the plot, the ones you add through the admin panel the way i told you. They will be available for users to choose from.

Its just that there's no notification on the admin panel to say that the personal gallery will be made public - its not till you actually go into the profile settings that you find all that out.

The flag option also seen as (what country are you from?) in the profile set-up doesn't include a union jack
