Administration panel for moderators

I am an admin for my forum. I had understood my moderators could see the admin panel but they can't. Is that possible? I thought they could send newsletters out, but if they can't get to the admin panel they can't get to the newsletters.

Yes, moderators don't have access to the admin panel.
