the only way i see it happening is if you are useing phpbb2 or punnbb.
you can add that to the template. of course you will have to create your icons/tabs or buttons or you can just add text links.

as far as downloading plugins and all that i have no idea.
i'm not sure if this would be posibil with css but i know it can be done via template edit.

but like i said you would have to make the images you want,then add the links, it will have to be html format code and you just add it to the index body template over top of
