Solved Member Validation

I would like to turn this option back on but I am having a lot of trouble finding it.

I've tried searching here as well but I'm not getting the answers I need - perhaps I am just not searching for the right thing.

But yeah help is greatly appreciated.

Do you mean how a member is registered? here is my guess:
admin panel>Users&Groups> Users> New accounts activation then pick what you want
