Unknown CSS and Photobucket URL

Unknown CSS and Photobucket URL
We have a forum that is fairly new and today we received the message that we were over the bandwidth. Behind our logo was Photobucket advertisement asking us to go PRO. We do not have any photos or links connected to Photobucket on our forum. I found on the CSS work area this tag:

We don't know who Susie-losser is or HOW that URL got in there! Is it possible that we could've been hacked?
Please advise on how you think this got in there!

Here's the link but I took the HTML tag out of the CSS area that read like this:

I took out the background-image tag

Yes, where the peachy/gold background is at, the logo for Photobucket that read Upgrade to PRO today and Bandwidth Exceeded was plastered all on it. I hadn't done anything to the CSS area! The logo and textured area are uploaded to Imageshack, so it had me confused as to why Photobucket was even listed in there! Any ideals on WHY that tag was in the CSS area? This was a brand new account and forum, so we're confused on where that URL came from! When I put the logo on Servimg as a png or gif, the transparent background turns black so that's why I used Imageshack.

Okay that's the thing....the image is not on Photobucket. The ONLY URL that had anything to do with Photobucket was in the HTML in the CSS area that I did NOT put in there. What I want to know, is was my forum hacked? I don't know any Susie_losser. My image is on Imageshack and yes I have it saved on my computer. I tried to put it on servimg BUT it wants to put a black background on it.

Just upload the image to tinypic.com
& add the url to the css which was there.

sigh....that's not the point! Where did the URL come from that's in the CSS area? I'm beginning to be concerned that just maybe the forum was hacked, since no one seems to know.....
