"New topic" and "Reply" buttons.

Is there any ways to remove the second "New topic" button on the forums? I'm trying to remove the bottom of the two. Furthermore, is it possible to remove the 2 same buttons at the bottom of a topic while the person is viewing a topic. I don't really like having 2 pairs of buttons on each page, especially when the topic is short.

Also, if it's possible, could somebody tell me how to delete the "New topic" button when the user is already viewing a topic?
