Start Page, then 2 banners Empty Start Page, then 2 banners

I saw one forum that when you click on the link to the forum, it lead you to the page that have: Home, Portal, FAQ, Login.

Then, when you click on home, it lead you to the forum

Then, if you click on Portal, it lead you to the portal forum but with a different banner.

So, can anyone show me how to do this? My forum is pphp2.
