Need some help. (Theme)

So I found a theme on a 3rd party website. Is there any way possible to get that theme on my forum from an upload or something?
My forum is Phpbb3.

It;s not about the post count it's about we do not allow double posting back to back within a 24 hour period so members like your self do not bump there post.
Next time please wait for a reply or add any new info to your previous post via the edit button

It dose me no good not to see what you want to try to add.
you might be able to customize your forum almost like the site you are talking about.
but if it's not a skin offered by hit skin then the answer would be no.. you will only be able to customize your forum as close as possible.
