ask about JAVA and HTML

I am N4M, admin of forum lop32k022.forumotion.com
I want you help me solve 2 problems.
1. Can I allow my forum's user use HTML in their post ? If possible, please show the way to do that.
2. My forum use Vietnamese, when we type Vietnamese, we must use software. But I want to insert a JAVA script into my forum to allow user type Vietnamese without using any software. Can I do that ?

anyways.. with Java.. You can probably find a similar script on the internet.. I suggest some digging.. If not.. you might have to write the code yourself or find someone to write it for you..
