Those are stickies and announcement messages(special messages), read this guide on how to create those messages:
https://help.forumotion.com/frequently-asked-questions-f5/stickies-and-announcements-t3339.htm

Also, adjust this setting so that the special message are separated from the normal topics by a table like on the screenshot;
Admin Panel > General > Messages & E-mails(Configuration) > Find 'Separate Announcement & Stickies from the messages : Set it to 'with a table' > Save
