New Posts Notification Not Working Empty New Posts Notification Not Working

Our new posts notification icons aren't working properly. For some, they have to sign out and back in before they can see that there have been new posts anywhere. Everyone seems to have to click "mark all topics read" in order for the new posts icons to go away after reading the topics.

How do we fix this?
