That new option un user settinges what mean

I know users can edited their topics Anytime

That option will prevent them to change theit topics if i put yes

I dont know what that option is for either.

The Admin is always allowed to alter the title of any topic, no matter who started it, and so is a moderator of that forum. So you now have the option to either allow the person that started the topic to change the title, as well as the admin, or not. Mine is set to 'no', and as the admin, I'm still able to alter topic titles.
