but I have sent a pm to one of the moderators. I haven't recieved a reply and it is still in my outbox.
What does that mean?
did it not send properly?
do I need to send it again.

No, You have send properly but If Pm is still in your Outbox, It means that Moderators has not read yet, so do wait till they would reply.
