Banned users making new accounts Empty Banned users making new accounts

What if I banned a user and their IP address to stop them from making a new account but they found a way to change/disguise their IP address and DID make a new account? What can I do to stop them? And I am about 100% positive it's the person. I do not want that person [nor her friend who was also banned] to be on my site, but they have found a way, and when I click on the IP it doesn't give me any of the usual information. I don't know what to do...can anyone help, please?

Well , I have some Ideas here:
1. Just ban them , but do not delete their account. If you ban them , they will should Create a New account , so just keep doing. They will need to have to get the new Email for the new account , they will get tire, and sick.

2. Well , just keep banning , because I never heard that you can Change your IP unless you are changing your Connection or moving to another place , or you using other computer. Just keep Banning IP.

Well , those are some idea , you can choose it if you want , but you don't want to choose it if you want.

Thanks for the help!
I really appreciate it, and I plan on doing just that...you see if you look at their IP address, it looks weird and it never gives information on them. That's how I know, and now she's had a friend of hers do the same thing. So tomorrow I'm going to ban them, and I'll keep banning them if I have to. Thanks again!

This one isn't true though, you can change your IP as many times as you want without moving from your home, or using another computer or changing if you know how.You can even hide them or have fake IP's.
