Registration Issues Empty Registration Issues

I currently have a big problem. There is a problem with registering to the forum. When people attempt to register, it says they cannot subscribe to the forum. I don't know if its a problem I accidentally caused by turning something off in the Administration Panel, or if its a whole other problem. I just hope I can get some help soon.

Go to admin panel => users & groups => user setting => make sure allow new members is clicked to yes. Make sure there not click a link you give them, the actual link of the registering page.

Okay, I have set everything up in there now. I'll let you know if it still doesn't work.
