How to make a shortcuts widget like the one in this forum?

Create shortcuts widget Screen24

Actually i searched a similar question in this forum and found this https://help.forumotion.com/t100181-shortcuts-keys?highlight=shortcuts+key

but i don' t have the permissions to access the link inside this forum.
