New Password to Admins Empty New Password to Admins

Why does "Disallow 'Send by e-mail a new password' to administrators and moderators" in the Security Section of the General Tab of the Admin panel keep going back to "Disallow", even after repeated saves to "Allow"?

What do you mean by Allow and Disallow? There is only Yes or No option.
