How do I make a widget so that I can enter whatever text I want in it and it'll appear on the portal?

ACP > Modules > Portal management ( Activate it, click to : 'Click here to install it' )
Now go to: ACP > Modules > Forum widgets management ' Edit

No I mean how do I create a widget that is a blank text box so that I can type like a welcome message into the text box?
