Cannot send private message from Profile Page.

I visited another member's profile page and discovered that I can only post Visitor Message but there is no option for me to post a Private Message. I checked my Administraive panel already and I even allowed the Private Message option for everybody. What happened?

Thanks, I'm not very used to using this forum. I have been using other forums and they always put the visitor message and private message option very close to each other.
