can we make disable the post new topic in particular section

Hello,

To change that, go to:
Admin Panel > Categories & Forums > Permissions > Advanced Mode > 'Open a topic' : Un-check it for members > Save

if we use this unable to reply also...

already a new topic is opened but now no members can open new topic but they can reply...

Make sure that it's in advanced mode and set the following settings. (This will only disable posting of new topics but not posting of replies Wink

If it still doesn't work, make sure you have the following settings applied:
Admin Panel > General > Categories & Forums > Permissions > Advanced Mode > Find 'Reply to a message' : Check it for members > Save
