Assigning "Special Messages" to Groups

I´m wondering how I can "give" special groups the ability to set their topics as sticky/announcement/global announcement. I didn´t find anything that answered this question.

On that page click the tap "Forum Permissions Control",

Click a forum title you want to set a permission for. Then scroll down and click "Advanced Mode".

From there you can allow the groups you want to make sticky's announcement's and global announcements by ticking the box and clicking "save".

Is it possible to apply changes to all categories at the same time instead of going one by one?

In the settings/renaming of a forum, you can set it to 'copy' another forums permissions, but it will be the exact same, ofcause, you can modify once you set it up

where exactly is this option?
Renaming is under AP >> General >> Categories and Forums >> Choose Forum to Rename >> Modify

It should be in that page that your looking at
It might be called 'presets' instead of permissions though, not sure off hand.
