Huge Empty Gap between announcements and threads

For some reason I have this huge gap between the start of my threads and the top of my forum. When I am on my Founder account there are 3 administrative forums up there. But in this picture this is what it looks like on a regular account:

How can I fix this?

I think I may be able to help.

It is like that b/c Admin type of forums cannot be seen by normal users. Only specific members can see those forums.
