I'm Not Allowed To Post In Forum Promotion?

Okay, I have a forum and I need to promote it yet when I click new topic, it says only admins or granted users can post.
Why Can't I post?

I'm an admin of my forum?

Also, Did I need to create a second account for using the support group, cause I did,I didn't know.

What Am I suppose to post there? This is really confusing for me.

I don't see anybody else's proposals there? I hate to be annoying, but this is confusing.

Not the admins. Staff members who take care of that thread, will do the needful when they take a look at it. You don't need to PM any staff member regarding it.
