Problem with posts.

I have problem with my forum. New users can't send message with images, likns, video. They can do it after 7 days... I do not know how to change it. Please, help.

Admin Panel > General > Security > Find:
Unauthorize members with less than a week registration to post external links and emails : No > Save

Go to ACP > Advanced mode > Security.

Unauthorize members with less than a week registration to post external links and emails: No.
