Is it possible to have both HTML and CSS on a new HTML page?
I've created a new HTML page on my forum, and I'd like it to have a bit of a different style, so I was wondering if I was able to do this.

Yes you can. Just don't choose the option of using the Forum header & the footer when creating the html page.
