Solved about the Quick mod tools

hi i have a little question about the quick mod tools
can i modify the "Quick mod tools"

this is the list of quick mod tools:
delete
moved
lock
split
merge

can i use only for moderator this quick tools
moved,lock,split,merge

but in administrator, they use all the tools
delete,moved,lock,split,merge
