permission in forums

is there a way to allow a person to have admin rights on a certain (only one I mean) category without making them admin?

I assume you mean access to the Moderation of a forum, yes? Make sure to first make a group exclusively for these users to stick them in.
Administration Panel > Users and Groups > Groups > Group Administration > Create New Group

After you create the new group and place the user in it Navigate to..
Administration Panel > General > Categories and Forums > Edit() desired forum > Permissions Tab

Allow your desired group these options:

• Moderate
  
• Create a Announcement
  
• Create a Sticky

You can also just allow this said group all options by checking all the possible boxes for it.

Yes that will give them moderation rights,so they can moderate the forums. Though if you want the users in the group to have access to the admin panel,you must also add them to the administrators group(the one with the crown.)As only users in this group can access the admin panel.
