2 questions - posting in the first 7 days and language trouble

1)
One of our new users said that they received a warning that they cannot post external links for 7 days as a new user.
I can't find a place to change this.

2)
Our buttons are in french "neuvoux" etc.
Help? My language is set to english.

Unauthorize members with less than a week registration to post external links and emails : No.
Save

2) Install the skin directly from hitskin.com

1) it is already set to YES for that one... so they should be able to post
2) How?

You can change the images via panel: ACP >> Display >> Pics Management >> Advance Mode >> buttons >> change the images to your likes,
