Well they could have registered before you activated their account and since they have zero posts they look like they are new. Also do you have any other admins that could have done this?

I set that option a month ago. They registered about an hour ago. Yes there is another admin on my forum.

Check the administrator logs.
ACP --> General --> Security --> Scroll down and you'll see the logs. You'll be able to tell if their accounts were activated.
