Portal Empty Portal

Hi,
I have set up my portal butanyone going on the site arrives directly on the home page.Is there any way I can change that so when you arrive on the forum you see 1st the portal with the options on top like the main page?

Are you sure the url they are going to is the normal one? Or does it end in index.html? Because the index will take you to the "home" page. If they are just typing in the normal url for you forum it will take them to the portal if it is enabled.
