#825 Scrolling Annoucement Not Working & toolbar

With my forum the Announcements module is not loading, I keep the scroller turned off I don't use it, I use the Announcements module for displaying graphics and text. So the problem expands past just the "scroller" functionality of the Announcements module, its the module itself.

Everything is fixed now, the Announcement and homepage message are back working again.
