When I attempt to post a new topic in my forum, hitting the send button just returns me to the Post a New Topic page and nothing shows up in the forum itself.

Can you give me a link to the forum so I can test it?
In the case of it being the forum in your profile field (Tyranny of Dragons) then the Send button works fine.

The problem might be with the Category. Make sure all of your settings are correct here: Administrator Panel >> General >> Forum >> Categories and Forums, that way you may change all of the ticks that may not be in your best interest. In addition, your forum might be locked. So as I said, look over the settings to make sure it is unlocked and working properly
