How to make notification tool bar on my forum?

it is there automatic go admin panel > Modules > toolbar look there

Go to your Administration Panel => Modules => Toolbar => Configuration => Activate the toolbar.
Then, go to your Profile => Notifications to enable/disable which kinds of notifications you want to be shown in your toolbar.
