The report an abuse link at the footer of our forum has been misused by someone in jealousy to degrade our forum i request you to please remove that link because our forum has been removed from Google index due to this report an abuse link and now we are facing serious problem please remove it as soon as possible

Any links present in the footer cannot be removed. The report itself is not serious -- merely a compliant that should be handled by the forum administrators. If you're getting spammed by reports, simply mark them as done or ignore them.

If your forum has been removed from Google, then it could be from something else, because to my knowledge this feature does not affect your SEO.
